I think the decision of that forum was to avoid having pages for characters that weren't confirmed to be in this show or mentioned back before the show started when people kept making pages for Carly, Freddie, Jade, etc before anything was even mentioned about them. I agree with you that if the character was mentioned, especially multiple times, then it wouldn't be a bad idea to have a page for it.

The Pam Puckett page should've stayed. After all, we do have an article for Cat's brother.

By this logic we should have a Carly page as well since she was mentioned in the pilot. Cat's brother should probably be deleted as well to be honest. A look at that article and the deleted version of Pam Puckett shows most of the stuff is from iCarly and Victorious. Take all that out and we have close to no info on either character. The bottom line is we didn't learn much about these characters in S&C, as much as we would have liked to. Any new info could probably go on the Sam, Cat, or the episode articles. We could always use interwiki links, and honestly I think that would be the better option to make it clear these are characters from previous shows and most of what we know about them came from those shows.

A compromise solution could be to create a page to put all the characters into one page. But like I said interwiki links would be our best bet.

I agree that Cat's brother and Sam's mom are unnecessary as pages on this wiki. Maybe we can mention the relatives on the pages of Cat and Sam respectively. It's unnecessary to make a page for every character that is merely mentioned because they are not intregal to the show itself. Freddie, Jade and Robbie, for example, all have pages because they actually played a big role on the show. 

Or maybe we can have a page for these characters like in List of minor characters.

What about a list of minor returning characters for them ?

Following the logic that a character goes to the List of minor characters page when there isn't enough information about him/her, I think Cat's brother should keep his page here, as it's not a stub.

Also, in my mind, Pam Puckett should also have her own page, she's the most mentioned character of the show and I'm sure that a page of her done with Sam & Cat information would be long enough.

It will be a stub once we remove all the S&C info. That's where I'm getting at. I also asked ButtersockSeddie elsewhere (she can't access Wikia at the moment) and she agrees we should get rid of the pages as well. I'm closing this with a result of the pages are deleted. If a discussion needs to be held about whether to include them in a list of returning characters a new thread should be started.
